VSM lisence with AXE091U

looking at the image for the AXE091U I see the disk includes "PICAXE VSM Simulator", does this include a VSM lisence with it?

Seems like a lot of wishful thinking there.
The AXE091 costs £44.90+GST and you would like the PICAXE VSM software license valued at £49.99+GST thrown in.
