Simon Says 18A circuit board

Had nothing but fun and games with this. I bought two PCBs for a school GCSE project for a pupil but cannot program them.
1st I had the 'Do ..Loop' problem. I think I have sorted that with the editor tab.

But now it starts the download process but comes up with the IC not powered up, Not connected, reset etc. fault window.
This is on both boards!!
Has anyone got an idea what I can do.

Please see the serial download checklist in part 1 of the manual.
Also check with a multimeter that you have 4.5V across the power pins (centre pin either side) on the actual PICAXE chip.
