Not sure how you mean by "no programming required". The AXE027.PDF contains a circuit diagram of what's inside it.

Do you mean a circuit which is USB one end and RS232 t'other. And requires no drivers or setting up?
i.e. solder it and stick it in?
FT stuff not good enough?

Suggest that you try and explain more clear what you are trying to connect together and what you are trying to achieve.

Is it single or bi-direction communications?

What volatge levels are intended?

By "no programming is required" do you mean no programming of a controller withint the RS232 to USB adapter.

your best bet is getting one of the pl2303 cables on ebay for $5 shipped. RS232 works on a +/- 3-15v signal where less than -3v is a logical 1, and more than 3v is a logical 0. USB is NRZI encoded and uses 3.3v on the D+ and D- lines. the D+/D- are differential except for occasional key frames and I think every 6 bits of 0 a level change is forced. it's not as simple as "connect pin 4 to pin 3"
