Picaxe Floating outputs on startup

I have read many post about having pulldown resistors on a mosfet gate to keep it low during boot up in sensitive circuits.
Would this also apply when using a uln2803 and Relays to drive sensitive Circuits?
Don't want anything running wild on boot up.

If you look within the uln2803 datasheet you will see that there are internal resistors which already do this.

The ULN2803 is bipolar anyway so why would floating inputs cause any transistors in the chip to turn on?
