I know multiplexing is possible with the PICAXE system but is charlieplexing or even GuGaplexing possible? Originally I was going to make a 6X4 Matrix for a BCD binary clock but having heard of these methods I wondered if I could make it bigger?

Yes, the mehtods you mention are achievable and have been done.
