But, following the links: https://picaxe.com/docs/kit120.pdf says the software is to be found at: this *broken* link
However, the "Wayback machine" made several backups of said site (but sadly without the requisite .ZIP file) (see: HERE ) - where it seems to have morphed into the "LCS-1M". I found an 'Instructable' for the LCS-1M here: https://www.instructables.com/LCS-1M-A-Full-Featured-Low-Cost-Hobby-Oscillosc/ , which says it has moved to http://dpscope.freevar.com/
That name sounds slightly more familiar - perhaps the software is the same?
Perhaps @womai is the person with the actual answer?
