Is there any reason why I can't change the target Picaxe from a 18M2 to something more pcb friendly like a 20M2 or 20X2?

No, but you need to change the #PICAXE directive so that the PICAXE-20M2 or PICAXE-20X2 is selected, otherwise the PICAXE will be set back to the PICAXE-18M2 whenever you try to download the program.

You will also need to change the Enable pin definition because the default of C.6 is input-only on 20-pin parts.
