Might seem like a silly thing now but ............................ I think he wants a hint as to how to go about it.

OK try this: microphone connected to amplifier, connected to ADC input of Picaxe, connected to some LEDs or a LCD display. You could also convert the ADC reading to a PWM signal, filter through a low pass filter then connect to a LM3915 or LM3914.

For the display you could use a moving coil meter with a lin scale driven using DWM but make it logarithmic in dbs by scaling in the picaxe. Lightly damp the movement using capacitance so it does not bounce around. Then you could have different damping on the upswing and the downswing (in software) as per a BBC peak programme meter (rapid rise, slow fall).
