Minor bug / featurette in the Identify Firmware operation ( View-Options->Firmware ).
The Osc Frequency used to set the baud rate to communicate with the PICAXE is that set after a last Okay/Apply, not what is indicated in the combo box; Apply has to be clicked to use it which is not obvious.
Workround : Select 4MHz/8MHz/16Mhz as required, click Apply, try Firmware again.
