Problem opening attachments from forum.

Hi Everyone,
I'm having problems opening attachments from forum.
These are PHP files.
I've tried the various options; Open, Save, Save As, Open & Save.
The file arrives into the download folder, but still will not open, using P E 6.
P E 6 opens but remains blank.
I've tried Properties, clicked Unblock, to no avail.

I had the same problem it was IE 11 http://www.picaxeforum.co.uk/showthread.php?25381-Attachment-php-all-listings/page2&highlight=php+attachments

I've experienced the same issue with IE 11, where the php file is downloaded instead of being run to serve the actual attachment.
