A software development team that I was a part of was challenged in a high profile meeting by a User who asked why the training material and documentation wasn't made available before the software was ready to be rolled out.
I did suggest that the precedent had been set by Orvill and Wilbur Wright who declined to offer flying lessons before they felt that their project was pretty much complete . . .
