    Looks like it didn't work. I briefly shorted the rails before adding power. Also used a 4.7K resistor across the rails and removed the electrolytic cap. Any idea as to why this thing is playing up? The program running on it now works fine and i can swap the chip to another 08M2 which downloads...

    Just using the starter pcb, One chip will download a program and the other won't. Yet they both still operate with the current code on them.
