Refuses to connect to PICAXE

I purchased a starter kit that came with a protoboard and a PICAXE-08 microcontroller, and I did everything as per the instructions that came both with the assembly and the programming editor. When I powered everything up, connected it, and wrote a line of code, I get the same "Hardware Not Connected!" error message. I've done all the steps it asks for, but it keeps giving me this error. Anyone know what might be the problem?

Work through the serial download checklist in the manual part 1.
Make sure the chip itself is getting power (multimeter on pins 1 and 8)
Make sure the jumper link is in the correct position on the protoboard.
Make sure the cable is fully inserted
Make sure the correct serial (COM) port is selected in teh software.
