update to picaxe 3.22

We have just downloaderd and installed the upgrade in to the main picaxe directory on the school network. The new version does not load up. We are still getting Picaxe 3.1
Should the file be in a diferent sub directory within the main root directory of Picaxe.

[Technical]

You simply overwrite the existing file progedit.exe with the patch file with the same name. This cannot have been done correctly if you are still getting the old version number.
