Welcome to the Forum.

Can you please post two photographs?

The top of your board, and the bottom of your board.

Not sure what that picture site is doing, but the links are not fully IE compatible.
I don't remember enough college French to navigate the site :-(

You have mis-wired the jack socket, it should be ...

Code:
                                                  .---------------.
 Viewed from Above | |
                             .--------------------| Serial Out |
  .--------------. | .-----. | |
.-| + + O |--2/R--.---|---.---| |------| Serial In |
| | .--. O |--2/R--' | | `-----' | |
| | | | O |--1/S------' | 22K .---| 0v |
| | `--' O |--3/T--. _|_ | | |
`-| + + O |--3/T--{ | | | `---------------'
  `--------------' | | | 10K | PICAXE
                         | | | |
                         | `-.-' |
                         | | |
                       --^-------^------------^-- 0v
Also, the two sets of outer pin pairs on the jack socket must be connected together, as shown in the above diagram.

Jack socket contact with breadboards can be unreliable. It will be worthwhile solering leads to the jack socket and connecting those to the breadboard. Again, the two sets of two outer pin pairs must be connected together.

Which are you having problems with ? The breadboard in Post #3, or the PCB in Post #6, or both ?

The PCB is not clear to me but it looks like the socket is wired incorrectly there as well, though differently to the breadboard.

that's the fastest resolve to an initial download problem i've witnessed... sage advice regarding pictures seems to be the winner again.
